Air Navigation Department ATM Research and Development Branch Directorate

Duties of the ATM Research and Development Branch Directorate:

1. To carry out research, development, and evaluation activities regarding air navigation services.
2. To develop innovative projects aimed at increasing capacity and efficiency in existing ATM services, to participate in projects established by the European Union and EUROCONTROL, to conduct research and studies to overcome challenges that may arise during their implementation and adaptation to the national airspace, and, when necessary, to develop software or make procurement recommendations for system improvements.
3. To conduct national and international research and development in the aviation field in accordance with ICAO provisions and in line with the strategies determined by EUROCONTROL.
4. To strive for the enhancement of system quality across all units affiliated with the Air Navigation Department, to improve cooperation with national and international stakeholders in this context, and to prepare or recommend ATM system-based projects that will mobilize Public-University-Industry collaboration in our country.
5. Within the framework of current legislation, to carry out activities for the gradual replacement and sustainment of the air navigation infrastructure in cooperation with national research institutions and, where applicable, university and industry representatives.
6. To carry out the necessary coordination, research, development, and evaluation, and to generate solutions for any problems or disruptions in operational areas that may stem from existing or potential system or equipment inadequacies.
7. To conduct necessary research, development, and evaluations to increase airspace capacity, ATM service quality, and consequently the number of airspace users, and to establish a collaborative working environment by engaging with similar domestic and international organizations.
8. To procure and monitor budget appropriations, and to forward them to the relevant Department to execute accrual, settlement, and payment processes.
9. To fulfill other duties assigned by the Head of Department.​
